Grievance update SMSM - 1102 (CR-04 / PSDC) with Service Canada (ESDC) – February 2025

As indicated in the last update published on our site, January 2025, the hearing of the policy grievance, filed on March 29, 2019, did take place, in person in Ottawa, on Thursday, September 12, 2024, before the Treasury Board Secretariat (TBS).

At the hearing, we agreed to extend the response deadline by 30 days, given the wealth of information TBS should analyze. The original deadline of October 28, 2024, was therefore extended to December 10, 2024. On December 5 ,2024, per TBS’s request, CEIU agreed to extend the deadline to January 24, 2025

On January 23, 2025, during another follow-up by CEIU, the TBS indicated that additional work would be necessary and that for this reason it had to request an extension. We then agreed to extend the deadline to February 28, 2025.

CEIU will publish a new update by April 30, 2025, at the latest.

It should be remembered that this policy grievance concerns two different groups of employees giving effect to the EDSC decisions of February 22, 2019:

  • Current incumbents (since or after September 13, 2018) of pension and integrity operations, who are affected by the new job description for the Program Services Officer (PM-01) position. Those who had not filed a grievance. Although the employees in question have since received their salary adjustments, many of them have only received part of their retroactive payments.

  • Employees who did not file a grievance regarding the content of the job description for their CPPS position between 2008 and September 13, 2018, who performed the duties of Program Services Officer (PM-01) of Pension or Integrity Operations and who left their position before September 13, 2018.

CEIU will issue a new update when it receives the TBS decision.
