Update regarding SMSM – 1102 (CR-04 / CPPS) grievances at Service Canada (ESDC) – June 2025

As indicated in the last update posted on our website in April 2025, the hearing on the policy grievance filed on March 29, 2019, took place in person in Ottawa on Thursday, September 12, 2024, before the Treasury Board Secretariat (TBS).

 

At the hearing, we agreed to extend the response deadline by 30 days, given the large amount of information that the TBS would need to review. The initial deadline of October 28, 2024, was therefore extended to December 10, 2024. On December 5, 2024, at the request of the TBS, we agreed to extend the deadline to January 24, 2025. On January 23, 2025, the SCT indicated that additional work was necessary, and we agreed to extend the deadline to February 28, 2025.

At the end of January 2025, the SCT asked the parties involved to meet to discuss a few points in the file. The CEIU agreed to participate. On February 21, 2025, an initial meeting took place.


Since February, the CEIU has been waiting for feedback from EDSC, which needs more time to complete the compilation of information required for the next meetings with the CEIU. Further follow-ups have been made by the CEIU.


Last week, EDSC reconfirmed that internal procedures are continuing on their end with certain departmental teams and that EDSC is working to obtain the necessary authorizations to return to the CEIU with the points discussed on February 21, 2025. We have been informed that these steps could take approximately three (3) months.


EDSC is aware that the process is taking longer than expected and has thanked the CEIU for its patience and continued cooperation.


The CEIU will issue a new update no later than September 30, 2025.


It should be noted that this grievance of principle concerns two different groups of employees following ESDC's decisions of February 22, 2019:

  • Current incumbents (as of September 13, 2018, or after that date) of pension and integrity operations who are affected by the new job description for the Program Services Officer (PM-01) position. Those who did not file a grievance. Although the employees in question have since received their salary adjustments, many of them have received only a portion of their retroactive payments.

 

  • Employees who did not file a grievance regarding the content of their CPPS job description between 2008 and September 13, 2018, who performed Program Services Officer (PM-01) duties related to pension or integrity operations, and who left their position before September 13, 2018.
